seriously though Twitter is an awful place and you should all stay the fµ¢£ away from it if you can, but if you’re on that nightmare of a website anyway you should follow me so I can at least pretend that having an account is a net positive in my life

WOW, what a surprise (and dark honor?) to see our Twitter conversation on here! Funny thing is, I was stuck in traffic on the way to my old office at the time I asked you that question, haha! That was fun.
I’ve moved away from my ambivalence on the Cyndaquil = rat thing because I remembered Bidoof (emphatically NOT a mouse) is categorized as the Plump Mouse Pokémon, so I’m pretty sure the categorical description means jack all. I think though that there’s an easy way of making a horse Fire starter Pokémon (should Game Freak choose to do so, which they probably won’t) distinct from Ponyta, and that is: make it anthopomorphic. I mean, it worked to distinguish Delphox from Ninetales, so it’s something they could easily do for a hypothetical horse or dog Fire starter.
